Streamlining Capability Delivery

Stuart Olden, a Senior Principal Systems Engineer at BMT Defence Services, has had first hand experience of the strengths and weaknesses of the UK MoD's existing acquisition systems - Urgent Operational Requirement (UOR) and Equipment Programme.  

From this, and by taking a systems engineering approach, Stu has written a white paper on ‘FAST' which develops a single, simpler and stronger process that builds on the best aspects of both the current systems.

The proposed ‘FAST' approach, which stands for ‘Flexible, Agile, Streamlined and Through life', avoids the need for long, drawn-out procurement programmes.  By its nature it helps to deliver ‘right first time' capability prudently and swiftly - delivering what is required when it's required. It is also more joined-up as it places greater emphasis on through-life performance and improves feedback and other links between UORs and longer-term R&D and core programmes.

The white paper demonstrates the application of a systems-thinking approach in new areas.  It shows how BMT can break down, simplify and overcome complex problems, replacing them with robust, effective solutions.
